Several years ago, the Poplar Tree Homeowners'
Association (PTHOA) Architectural Control Committee (ACC) determined the
ACC has no jurisdiction concerning "temporary" or portable recreational
equipment. Therefore, residents do not need to complete an
Architectural Control (AC) application to have a portable basketball
hoop.
However, the ACC and the Board of Directors recognize that the portable
basketball hoops can create a safety concern with children playing in
the street and a potential "eyesore" if there is a concentration of
basketball hoops in a given area. The ACC and Board of Directors expect
residents in a given area to work together to minimize the
concentration of portable basketball hoops and improve the safety on and
the beauty of their street.
If street safety issues persist or the portable basketball hoops create
an obstruction in the street, then concerned residents can report the
problem to VDOT.
